This position is a member of the Public Works Department which includes the Streets, Water, and Wastewater Divisions. This position is responsible for maintenance and repair of City's water distribution system, which consists of approximately 185 miles of water main, 1,500 fire hydrants and 13,160 water services. Employee performs miscellaneous duties such as operating and repairing equipment, general clean up, concrete finishing, painting, etc. Employee operates, maintain, and repairs various machinery, power and hand tools, and equipment daily. Good communications skills are required as this position frequently deals directly with the public. The primary hours of this position are Monday through Friday 7:00am - 3:30pm; however, extended shifts and overtime on weekends, evenings, and holidays are required.

Successful candidates must establish residency within a 20-mile aerial radius of Collinsville City Hall, within twelve (12) months of hire date. This is a union position with the International Union of Operating Engineers, Local 520C.

Representative Work Functions and Responsibilities

  • Performs maintenance and repairs on water lines, fire hydrants, and related equipment. Installs water mains and services and makes repairs to water lines throughout the City's entire distribution system.
  • Install new water taps.
  • Operates the following heavy machinery and equipment as needed to fulfill the duties of the position: backhoe - to dig ditches; grader - to repair roads, clean ditches, and repair damage to streets and yards caused by water line repairs; dump truck - to haul material to and from job site; breaker - to break concrete and blacktop to allow for repairs to water lines; trencher - to dig ditches for water pipe; bore machine - to bore under roads, etc.; tapping machine - to install new service connections; line stop machine - to stop water flow in water main to allow for repairs; welder - to make general repairs to equipment; chainsaw - to cut pipe and tree limbs as necessary; concrete saw - to cut into pavement, blacktop, or concrete for water line repairs; magnetic locator - to locate underground tracer wires, valve boxes, etc. Ability to use other miscellaneous equipment as needed.
  • Completes customer service orders. Locates water service and water mains, completes turn-offs and turn-ons, reads water meters, installs new meters, repairs damaged meters and/or meter pits, installs vales and valve boxes, repairs hydrants, etc.
  • Participates on emergency call-out list which is in effect 24 hours a day including weekends for emergency repairs, turn-offs, locate request and water main breaks.
  • Performs necessary maintenance at water garage, clean up and repair, including general landscaping, painting, maintaining, and repairing various equipment, machinery and tools.
  • Other duties as assigned by the working foreman or superintendent.

Minimum Qualifications

High school diploma or equivalent is required and the following experience and/or education/training is preferred:

  • Minimum of two (2) years of experience in road construction or related field, experience with heavy equipment, education in construction practices, civil or mechanical engineering or technology; previous water distribution system experience, water main/sewer installation or maintenance/plumbing experience; general electrical experience/training, civil or mechanical technology or engineering experience/training
  • An equivalent combination of education, training, and experience will be considered.
  • Licenses and Certifications:
    • A valid Class B CDL without air brake restrictions license with a clean driving record is required within 60 days.

This is an extremely physical position that requires above average physical ability, both to complete the essential duties of the position and to ensure the safety and welfare of the employees.

Walking, standing, stooping, and lifting of various material and equipment over 50 lbs. is required daily. Climbing onto/into and off/out of equipment is required daily, as well as climbing into and out of excavations, trenches, ditches, etc. Crouching and bending are required in the everyday performance of the essential duties of the position.

Must have sufficient physical strength and ability to independently and repeatedly lift, move, and carry objects weighing up to eighty (80) pounds and to repeatedly lift, move, and carry objects weighing more than eighty (80) pounds with assistance.

Must be able to report for work on time and to perform the duties of the job for the entire workday. Must be able to work flexible hours with some weekend, evening, and holiday work required. Must be able to perform frequent overtime work which may involve late night or early morning hours.

Must be able to endure all kinds of weather, from extreme cold/freezing temperatures, snow, and frozen conditions to extreme heat, humidity, rain, etc. Laborers can be exposed to a variety of other irritants including bees, wasps, spiders, and other insects, snakes, poison oak/ivy, and sumac.

SALARY and BENEFITS

Per the Collective Bargaining Agreement, the pay range begins at $32.65/hour. The City offers a generous comprehensive benefits package, which includes health, vision, and prescription 100% funded by the City for single coverage. Pension is with the Illinois Municipal Retirement Fund.
